Area ‘madam’ sentenced to 33 months, then to be deported
By Tim McGlone
The madam of a local prostitution ring was sentenced Monday to 33 months in federal prison and will be processed for deportation at the end of her term.
Emma Tlacoxolal-Perez of Mexico previously pleaded guilty in U.S. District Court to three charges related to running a prostitution network with brothels in Chesapeake, Newport News, James City County and Williamsburg as well as being in the country illegally.
The operation largely catered to Hispanics in the illegal immigrant community. To advertise, Tlacoxolal-Perez and her co-conspirators handed out business cards that said “El Nopal” (The Prickly Pear).
Tlacoxolal-Perez, 37, admitted that she had been operating brothels in the region since 2004. Even after being deported in August 2006, she returned to the country illegally and re-established the enterprise, according to a federal indictment filed against her in February.
The prostitutes involved all were in the country illegally and were brought here from New Jersey, New York, Maryland and Washington. They were not charged in the federal case, but have been held as material witnesses.

Customers typically paid $30 for 15 minutes with a prostitute. Upon payment, the customer would get a playing card and give it to the women. At the end of the week, the woman would turn her cards over to one of the ring leaders and be paid $15 for each card, according to court records.
